Software Change Control Practices in Regulated Industries

Abstract

Software change control is important in regulated industries because software modifications must be carefully reviewed, approved, tested, documented, and traceable before deployment. Industries such as healthcare, banking, aviation, pharmaceuticals, energy, and government systems operate under strict compliance requirements where uncontrolled software changes can create safety risks, data errors, audit failures, security weaknesses, or legal consequences. Traditional informal change handling is not suitable for regulated environments because it may fail to provide sufficient evidence of impact analysis, approval authority, validation results, rollback planning, and release accountability. This article focuses on software change control practices in regulated industries by examining change request logging, risk classification, impact assessment, approval workflows, validation testing, configuration baselining, audit trail maintenance, and post-implementation review. The study discusses how structured change control can reduce unauthorized modifications, improve compliance readiness, protect system integrity, and support reliable software operation. The article concludes that effective change control is essential for maintaining regulatory compliance, reducing operational risk, strengthening software quality, and ensuring accountable software evolution.
